State sets up 1,105 new Administrative Units to boost service delivery

The Government has established 1,105 administrative units.
These comprise of 24 new sub counties, 88 divisions, 318 locations and 675 sub-locations in a move aimed at enhancing governance, security and service delivery across the country.
These will be operationalized during the Financial Year 2024/25, said Internal Security Principal Secretary Dr Raymond Omollo.
Speaking during an Administration and Internal Security departmental committee meeting regarding the implementation and operationalization of newly gazetted administrative units, the PS said the Ministry of Interior is establishing a formal policy guiding the process.
He said a Cabinet memorandum on the guidelines has been drafted and will soon be presented to the Cabinet for approval.
“The Ministry has been operationalizing new units based on key parameters, including security concerns, administrative anomalies, population size, and minority representation,” the PS pointed out.
Regions experiencing persistent security threats have been prioritized for administrative units establishment.
This will ensure the deployment of officers to coordinate security and development efforts in the volatile areas.
The creation of the units will also address instances of administrative inefficiencies such as imbalanced jurisdictional coverage.
The creation of the units was also informed by population density and land size to improve governance and service delivery.
PS Omollo added that the units have been created to address the interests of minority communities and promote equitable representation.
“This ensures that all groups, including marginalized communities, have access to government services,” the PS reiterated.
"The Ministry of Interior is establishing a formal policy guiding this process and a Cabinet memorandum on guidelines for the creation of new administrative units has been drafted and will soon be presented to the Cabinet for approval," Dr. Omollo said.
He said once the Cabinet memorandum is approved, a clear policy framework will guide future administrative units creation.
